Abstract

The promulgation of Safety Management Systems was instituted by The International Civil Aviation Organization (ICAO)’s Safety Recommended Practices (SARPs) under Annex 19, and their technical specifications led to state and operator-level systems implementation. These guidelines aim to monitor risk issues through safety data collection analysis and exchange, and legal guidance for protecting safety information and related sources relative to aircraft design, manufacture, operation, and maintenance. ICAO member states agreed to collaborate in securing uniformity, but that did not include compliance. Indeed, differences can prevail between SARPs and individual countries and practices. We aim to demonstrate that Human System Integration (HSI) can contribute to overcoming these challenges by making emergent safety themes, facts, and issues tangible beyond subjective interpretation when they require prompt and performant corrections in the interest of safety, regularity, and efficiency. Artificial intelligence (AI) will eventually improve data distillation, highlighting the strengths and weaknesses of the entire system and its components, whether these are from safety platforms, databases, or HSI concepts and sources, ensuring synchronization.
