Development of a impact assessment model to support the adoption of e-Health for safety in identifying risks against patient safety
Abstract
e-Health for Safety Solutions have often disappointed the expectations to reduce Risks Against Patient Safety (RAPS) because of their ineffective adoption in the system. Most failures could be avoided if assessments had provided decision-makers with timely and comprehensive feedbacks on why supposed quality improvements failed to materialize and where decision-makers should intervene. e-Health success, in fact, depends on a variety of changes (at organizational, technological and individual levels) that are not currently accounted in most assessment models, which focus on a limited amount of dimensions (mostly, clinical outcomes and costs). This contribution fills this gap by proposing an HTA-influenced two-step assessment model which measures (a) if organisational/technological requirements are met before the adoption and (b) which impacts the initiative had on the clinical pathway, the organization and its multi stakeholders.
