Abstract

Alternative mixes of uses of Tokyo Bay can be achieved by different combinations of government actions, designated herein as ‘policies. ’ These actions include the construction and operation of facilities to produce desired outputs, the procedures for operating the facilities, and various incentives, e.g., regulations, fees, subsidies, imposed on various actors producing or using products and services, including using Tokyo Bay for disposal of wastes. The incentives are imposed in order to induce the activities involved to behave, such that the desired mix of outputs reflected in the combination of policies is achieved. Any given combination of policies can be considered a management strategy, in this context a strategy for management of Tokyo Bay.
