International best practice safety assurance policy and cost-effective spillway design/review for small dams — Protecting downstream communities
Abstract
The largest dams are generally built and managed by Governments and small dams are built by individual owners. A number of bad failures of both types has triggered serious concern over the safety of dams world-wide. While failures of large dams are generally more spectacular than those of smaller dams and receive more attention, small dam failures occur far more frequently. Without appropriate design, construction and maintenance, poorly managed small dams can cause significant loss to the community.
