Abstract

Water problems are numerous and diverse. Water scarcity is the predominate issues in arid and semi arid countries. Pollution, water logging and Stalinization are the problems for flat data areas. Poor management, absence of research and training facilities are typical problems that occur in developing countries. The above-mentioned problems can escalate to national crisis and cause regional conflicts. Increasing population, better standard of living and economic growth are adding to the urgency of solving these problems or at least tackling them in a systemic methodical way. This paper suggests an integrated cooperative approach, which recognizes the roots of the problem at the various levels. Problems should be identified at local, regional national and multinational level. The suggested approved relies on good will, teamwork spirit and sincere cooperation among nations with similar problems or conflicts. The suggested approach will produce a water problems map (WPM). The map is a GIS that illustrate, integrate and prioritize problems by subject, geographical scale or regional basins and entities. To construct (WPM), we need comprehensive databases, information systems, reliable communication networks, and qualified professionals. To fulfill the above needs we require research and training facilities, transparency and above all enough funds? Therefore it is inevitable that countries with similar problems cooperate and consolidate economically, politically and technologically. This paper proposes an action plan to join forces to identify problem areas, points of strength and weakness, areas of compatibility and fields where we can complement each other. The paper lays out an agenda for local, regional, national and multinational discussions. The discussions should pave the way, in a professional approach, towards sustainable solutions.
