Abstract

The evaluation and analysing of international actions related to water resources and their management is important for classifying the problems and placing them according to time. Three areas of development can be classified, the traditional period, the modern period and the postmodern period. During the 1960s and 1970s the international community was concentrating on the issues related to hydraulics and hydrology while in the 1980s the support especially with regard to developing countries concentrated on water supply and sanitation; treatment and water re-use. During the 1990s, environmental aspects were the hottest topic that took the world concern and the biggest share of the international community’s finance. In this century the international concern seems to turn to co-operation and sharing of international and transnational waters. Thus transboundary water resources management is one of the biggest global challenges coming up in water management planning and implementation. Besides it is one of the reasons behind long-term and short-term water conflicts. Tools to deal with sharing water resources are yet fresh born, while rules have been developed long ago although they are still translated and implemented according to individual interests.
