Abstract

With water at a premium in California and other Southwestern USA states, there is increasing interest in better coordinating the use of surface water and groundwater to stretch the total water supply. Coordination requires cooperation among local groundwater users, state and federal agencies, and other stakeholder groups that often hold contradictory views. These groups need to develop trust to work together. Education programs that clearly explain the groundwater resource and explore these varied viewpoints can help bring people together and result in better use and protection of the vital groundwater supply.
