A Review of Research on Factors Influencing the Production Decision-Making Behavior of Tobacco Growers in Heilongjiang Province

烟草产业作为黑龙江特色农业的重要组成部分，对促进农民增收和地方经济发展具有重要积极作用。烟草种植户作为烟草生产经营的核心主体，其生产决策行为直接决定烟草产业规模、烟叶品质与产业可持续发展水平。本文基于计划行为理论分析框架，系统梳理相关研究成果，将影响黑龙江烟草种植户生产决策的因素归纳为经济收益、政策制度、家庭禀赋、自然条件与技术四个维度。研究表明，经济收益是影响烟草种植户决策的核心因素；政策制度通过激励与约束双重机制发挥调节作用；家庭禀赋与现有技术条件形成基础性制约，各因素之间相互关联、共同作用。同时，现有研究在动态追踪、主体异质性分析及多因素交互效应等方面仍存在不足。为此，本文从优化价格机制、完善补贴政策、推广轻简化技术、培育新型经营主体等方面提出对策建议，以期为黑龙江烟草产业高质量发展和特色农业产业提质增效提供理论参考。As an important component of Heilongjiang’s characteristic agriculture, the tobacco industry plays a significant and positive role in promoting farmers’ income and local economic development. Tobacco growers, as the core entities in tobacco production and management, directly determine the scale of the tobacco industry, the quality of tobacco leaves, and the level of sustainable development of the industry through their production decision-making behavior. Based on the analytical framework of planned behavior theory, this paper systematically reviews relevant research findings and summarizes the factors influencing the production decisions of tobacco growers in Heilongjiang Province into four dimensions: economic benefits, policy and institutional mechanisms, family endowments, and natural conditions and technology. The research shows that economic benefits are the core factor influencing tobacco growers’ decisions; policy and institutional mechanisms play a regulatory role through both incentive and constraint mechanisms; family endowments and existing technological conditions form fundamental constraints; and all factors are interconnected and interact with each other. Meanwhile, existing research still has shortcomings in dynamic tracking, subject heterogeneity analysis, and multi-factor interaction effects. Therefore, this paper proposes countermeasures and suggestions from the aspects of optimizing the price mechanism, improving subsidy policies, promoting simplified technologies, and cultivating new types of business entities, aiming to provide theoretical reference for the high-quality development of the tobacco industry and the improvement of the quality and efficiency of characteristic agricultural industries in Heilongjiang Province.
