A Nova Política de Educação a Distância: Uma Análise das Postagens do Instagram
Abstract
Ensino a Distância. Marco Regulatório. ABSTRACT After months of anticipation by stakeholders in the education sector—including higher education institution (HEI) administrators, faculty members, education workers, and professional associations—a new regulatory framework for Distance Education (DE) was approved in May 2025 through Decree No. 12,456/2025. The new legislation introduced significant changes to higher education, including the creation of a blended (hybrid) modality, the prohibition of certain programs from being offered via distance education, and the imposition of stricter rules for the operation of ongoing courses. While, on the one hand, the new framework aims to curb the proliferation of low-quality programs, on the other hand, private educational providers argue that the new requirements may increase tuition costs, thereby restricting access to higher education for more vulnerable segments of the population. This study analyzes the debate surrounding changes to the distance education modality on social media, with a focus on Instagram. Four posts on the topic were selected, and their comments were categorized into four distinct groups. The results indicate broad acceptance of the new rules across the analyzed channels, although there are still aspects that require further improvement. Keywords : Strategic Management of Higher Education Institutions. Distance Education. Regulatory Framework.
