Abstract

Twelve million low-income people with Medicare rely on Medicaid for supplemental insurance. We examined Medicaid disenrollment among these dual-eligible beneficiaries after the unwinding of COVID-19 Medicaid maintenance-of-eligibility policies from April 2023 through September 2024. The overall disenrollment rate was 13.9 percent, but it varied widely by beneficiary demographics, state, and baseline coverage characteristics.
