Abstract

This paper proposes a unified structural framework for understanding persistent open problems in mathematics and physics, including the Riemann Hypothesis, the three-dimensional Navier–Stokes equations, and gravitational anomalies at cosmological scales. It is argued that these problems share a common origin in the unregulated extension of additive aggregation beyond its regime of validity. By introducing a scale-dependent transition between additive and multiplicative aggregation, the framework preserves established local dynamics while constraining global behaviour. Apparent divergences, loss of smoothness, and anomalous phenomena are reinterpreted as indicators of regime mismatch rather than fundamental inconsistency. The resulting perspective offers a coherent explanation for why existing approaches succeed in limited domains and fail at large scales, without modifying underlying laws or introducing new physical entities.
