Abstract

The purpose of this research was to analyze how tenements in Medellín reflect forms of housing traditionally associated with marginalization, which are necessarily beginning to be recognized by the city’s public policies, as well as by urban planning and management processes. Several investigations related to Latin America emphasize how tenements in different cities should not be understood solely as spaces of misery, but also as scenarios of social resistance and community building, where coexistence generates support networks in the part of precariousness. Although this discourse may be attractive in integrating processes of healthy coexistence and solidarity between neighbors in the same space, the need for institutional and State support in the regulation processes of these housing spaces has also been demonstrated, such as those established in Medellín from municipal agreements such as 019 or the tenancy working groups that develop alternative financing mechanisms, protection of residents and regulation of tenancy as a part of residence for people with very low incomes or immigration problems, with this institutional support a double role is intended which is an internal pedagogy within the tenancy with a normative co-responsibility on the part of the institutions of the municipal government.
