Abstract

The Algorithmic Governance, Risk & Institutional Resilience Lab (AGRIR-Lab) develops an integrated research framework that moves from normative political theory to applied governance analysis in the age of artificial intelligence, hybrid threats and systemic digital transformation. The program originates in a theoretical investigation of political theology and the ontology of governance, examining how authority, sovereignty and institutional legitimacy are reconfigured under conditions of algorithmic mediation. Building upon philosophical inquiry into subjectivity, autonomy and power, the research traces the transformation of modern governance structures as decision-making increasingly shifts toward data-driven, automated and predictive systems. Artificial intelligence is treated not merely as a technological tool, but as an institutional actor embedded in regulatory systems, public administration, critical infrastructures and strategic sectors. The research examines how algorithmic systems reshape accountability chains, redistribute authority, and generate new forms of systemic vulnerability. Within this framework, hybrid threats are analyzed as multidimensional governance challenges that combine cyber operations, information manipulation,
