Urban Water Resilience Tools and Metrics: A Systematic Review Oriented Toward the Proposition of a Multidimensional Index Applicable to the Brazilian Context
Abstract
This research project consists of a systematic review aimed at identifying, comparing, and critically assessing composite indices and structured frameworks used to measure urban climate and water resilience in the context of hydroclimatic risks. The review focuses on studies that develop, apply, or validate multidimensional measurement instruments addressing phenomena such as urban flooding, intense rainfall, stormwater management, and other hydrological extremes relevant to urban environments. The review is conducted in accordance with the PRISMA 2020 guidelines and adopts an exploratory and methodological approach, which is appropriate given the heterogeneity of existing resilience indices in terms of conceptual frameworks, dimensions considered, data sources, analytical methods, and spatial scales. Bibliographic searches were carried out in Scopus, Web of Science, and SciELO, using a structured search strategy adapted to each database. Rather than evaluating intervention effects, this review emphasizes the methodological characterization of resilience measurement tools, including their theoretical foundations, indicator selection processes, normalization and weighting methods, validation strategies, and limitations. The results are synthesized qualitatively through a comparative analysis, highlighting convergences, divergences, and methodological gaps in the current literature. The expected outcome of this project is to provide a robust methodological foundation to support the proposition of a multidimensional urban water resilience index adapted to the Brazilian context, contributing to both academic research and evidence-based urban water and climate resilience planning.
