Project DATA: Architecting the Artificial Non‑Agent (Foundations of a Collapse‑Aware, Deterministically Governed Epistemic System for AGI safety)
Abstract
Project DATA is an architectural blueprint for a Proto‑AGI that is audit‑safe, non‑autonomous, and collapse‑aware, designed specifically to advance AGI safety. Rather than focusing solely on performance or raw capability, it addresses a fundamental question: how can an AGI‑class system reason and reflect without compromising accountability, boundaries, or rational control? The system is non‑autonomous by design: every reasoning process, every action, and every structured halt is bound to a traceable, deterministic causal chain. By strictly separating thinking from acting, the architecture mitigates the risk of emergent agency—ensuring that advanced reasoning capabilities cannot translate into uncontrolled autonomy. Project DATA is structured in tiers up to Tier 10, with Tier 5 serving as the Deterministic Safety Supervisor (DSS). The DSS oversees all tiers within a roadmap, guaranteeing causal integrity, logical consistency, and compliance with operational boundaries. It acts as a central integration point, enforcing audit‑governed, reproducible control without introducing any form of intelligence or autonomous behavior. This architecture embodies a Data‑Class Intelligence approach—treating advanced reasoning as an epistemic system rather than an agent with internal goals or reward‑seeking behaviors. From foundational axioms to the Tier 5 DSS, every component is deterministic, auditable, and modular, enabling selective integration into existing technology stacks without replacing core systems. Project DATA is a proof‑of‑concept that spans philosophical foundations, formal pseudo‑code, test scripts, and a Kubernetes‑based implementation. Its design demonstrates that AGI‑level reasoning, reflection, and structured self‑halt mechanisms are achievable without autonomy—establishing a safe baseline for experimentation, validation, and research in advanced cognitive architectures.
