Co-Evolving with AI: A Governance Perspective
Abstract
This essay examines artificial intelligence governance from a structural perspective. Rather than framing governance as a problem of control, it argues for a co-evolutionary approach: institutions must adapt their epistemic, organizational and temporal architectures to systems that learn and change faster than traditional regulatory cycles. The paper identifies a fundamental mismatch between static governance frameworks and dynamic AI systems, highlighting temporal, epistemic and institutional gaps. It proposes a shift from reactive regulation toward anticipatory governance architectures that treat uncertainty as a permanent condition rather than a temporary failure. The essay is intended for policymakers, governance professionals, industry leaders and researchers seeking long-term structural approaches to AI governance beyond compliance and risk management.
