Abstract

Contributive Democracy: A Framework Fusing Basic Income, Direct Democracy, and Social Innovation into a Post-Scarcity Engine Core Proposition: This paper presents Contributive Democracy—a comprehensive institutional prototype designed to address the intersecting crises of democratic legitimacy, welfare inefficacy, and the erosion of meaningful work in an age of AI-driven abundance. The Mechanism: The system is built on a universal Grain-Ticket, which functions dually as an unconditional basic livelihood voucher and as social investment capital. To direct this capital, residents must engage in contributive expression—providing reasoned input on community improvement proposals. Successfully funded proposals are executed by their initiators and contributors, thereby transforming democratic participation directly into localized, human-centric employment. Unallocated tickets default to a Long-Term Horizon Fund for civilizational-scale projects. Theoretical Contribution: This framework offers a rigorous thought experiment that challenges conventional boundaries between social welfare, democratic agency, and economic production. It proposes a shift from redistributive logic to a model of contributive justice, where universal security enables and requires active participation in social innovation. Invitation for Engagement: Positioned as an open-source institutional prototype, this work is presented not as a final blueprint but as a provocation for interdisciplinary critique, iteration, and pilot design. It is particularly relevant to scholars and practitioners in political theory, future studies, basic income research, and digital governance. Keywords: Contributive Democracy, Universal Basic Income, Institutional Design, Post-Work Society, Deliberative Democracy, Social Innovation, Future of Governance.
