Mixed-Executive Governance and Authorization-First Democratic Fail-Safes
Abstract
This project develops a structural governance framework addressing executive overreach, institutional deadlock, and democratic legitimacy erosion in the United States. It proposes a mixed-executive model in which the President and Vice President hold independently derived electoral legitimacy and distinct roles. It is designed to separate operational authority from authorization, continuity, and accountability functions. The outline focuses on high-risk governance triggers such as government shutdowns, emergency declarations, major military actions, surveillance expansions, fiscal interventions, mass enforcement shifts, and election-related executive actions. It emphasizes automatic transparency, fail-closed authorization mechanisms, redundancy through citizen and state-level oversight, and bounded emergency powers. The project is in an active design and review phase and is intended for collaborative refinement, stress-testing, and potential adaptation to policy, legal, or academic contexts.
