A Constitutional Architecture for Truth in Epoch-Governed Intelligence Systems
Abstract
This paper defines a constitutional truth architecture within the Epoch-Governed Intelligence (EGI) framework. It specifies how truth claims are classified, constrained, and evaluated under explicit authority ordering, preventing hallucination, narrative authority, and contextual escalation. The work is architectural and non-algorithmic. It does not revise or reinterpret prior EGI publications, nor does it introduce learning mechanisms, benchmarks, or ethical heuristics. Instead, it formalizes truth as a governed entity and establishes principled refusal and bounded reasoning as correct system outcomes. Future work is explicitly identified, including the architectural definition of memory without authority, epoch transition contracts, and interface-level refusal semantics. This paper therefore serves as a foundational layer in an ongoing architectural program rather than a final or complete system specification.
