Abstract

This registration documents Proxy Substitution as a Structural Governance Failure, a structural analysis of how governance systems, institutions, and AI-mediated environments become oriented toward proxies rather than the underlying realities those proxies were intended to represent. The work formalizes proxy substitution as a distinct failure mode in which representation transitions from reference to replacement. The analysis treats proxies—such as indicators, metrics, models, classifications, or algorithmic outputs—as structurally necessary elements in complex systems. Proxy substitution does not arise from flawed measurement, bias, manipulation, or bad faith. It emerges when proxies persist, stabilize, and accumulate authority to the point that governance, evaluation, and optimization become organized around proxy behavior itself, rendering the original referent structurally inaccessible. This project distinguishes proxy substitution from related phenomena such as decision drift or reference drift by focusing on the object of governance rather than the accuracy of representation. It further introduces proxy collapse as the terminal condition of prolonged substitution, in which the referent can no longer be reconstructed and governance becomes confined to a closed representational loop. Systems under proxy collapse may remain internally coherent and operationally successful while becoming brittle and unresponsive to conditions not encoded in the proxy. The registration situates proxy substitution within a broader structural ecology that includes premature coherence, irreversibility conditions, boundary failure, and model-induced coherence pressure. Particular attention is given to AI-mediated environments, where representational persistence, automation, and optimization significantly accelerate substitution dynamics without requiring technical error or misalignment. The analysis is intentionally non-prescriptive. No proxy selection criteria, correction techniques, governance checklists, or monitoring procedures are proposed. The purpose of this registration is conceptual and structural: to articulate proxy substitution as a governance failure mode and to clarify how systems can stabilize around representation while losing access to what is being represented. This description reflects an open-ended theoretical articulation rather than a finalized framework. The concepts documented here are intended to support recognition and interpretation of structural conditions that may inform future analytical, empirical, or applied work within the Meta-Writing Ecology.
