Toward Minimal and Standardized Childcare Record-Keeping
Abstract
This project proposes a legally sufficient, structurally grounded, and internationally comparable framework for minimal childcare documentation in Japan. Drawing on lessons from the failed implementation of electronic medical records (EMRs) and comparative policy analysis, it identifies systemic barriers to effective ICT adoption in the childcare sector. The project critiques symbolic digitization efforts and highlights the institutional refusal to learn from past failures. It offers a standardized record format that reduces administrative burden, restores professional discretion, and enables scalable, interoperable digital tools. This work contributes to broader efforts in governance reform, structural accountability, and the recovery of institutional memory.
