Abstract

This integrated declaration and technical framework asserts that future global order will be determined not by capital accumulation, but by uninterrupted access to and control of energy. While money functions as a delayed and symbolic representation of value, energy operates as a real-time survival substrate that sustains technological systems, financial structures, healthcare operations, artificial intelligence, and civilizational continuity. Building upon the Pain Kernel Framework (PKF), this work introduces the Energy Kernel as the primary activation point of the Survival Domain across individual, institutional, and civilizational levels. To translate this conceptual foundation into a measurable signal without violating PKF’s non-intervention principle, the Energy Interruption Risk Index (E-IRI) is presented as a non- prescriptive detection tool designed to identify vulnerability to energy interruption. Together, the Energy Kernel and E-IRI reframe global competition not as ideological rivalry or economic optimization, but as a contest over interruption resistance—the capacity of systems to continue functioning when energy flow becomes constrained.
