( A ) Structural Unforcedness in Foundational Problems A Programmatic Analysis of Persistent Non-Resolution
Abstract
This work examines a class of foundational problems that persist not due to technical insufficiency, but due to the absence of structural enforcement. Rather than proposing new dynamics, models, or explanatory mechanisms, the manuscript develops a programmatic framework for identifying unforced regions of theoretical space, where non-resolution is structurally permitted rather than contingently unresolved. The analysis establishes the conceptual basis for Structural Variance Control (SVC), positioning unforcedness as a diagnostic and organizing principle for foundational inquiry across physical and formal theories. This manuscript is intended as a programmatic foundation rather than a solution-oriented contribution.
