This is the v15.0 release of Water Governance Studies, a major methodology expansion edition. Building upon the foundational v14.0 (DOI: 10.17605/OSF.IO/BJAQC), this version completes the diagnostic methodology at the organizational scale—introducing the "Element Induction Method" with comprehensive indicator checklists, judgment rules, and a full diagnostic example. It also establishes a cross-scale and cross-disciplinary interface standard, including a five-dimensional universal template and a complete demonstration case with auditing. The civilization scale has been upgraded to a four-dimensional diagnostic framework (Knowledge, Value, Behavior, Synergy), and a new section of "Deep Academic Dialogues" addresses precise differentiations from path dependence theory, memetics, and structural functionalism. The national scale methodology is reserved for v16.0.
