Rural Disinvestment and the Fragility of North Carolina’s Expansion: Responding to the One Big Beautiful Bill Act
Abstract
The federal House Resolution 1 (HR1), also known as the “One Big Beautiful Bill Act,” introduces new Medicaid work requirements, financing restrictions, and limits on future SNAP benefit growth. These provisions could weaken the foundations of North Carolina’s Medicaid expansion and reduce the federal dollars that sustain rural hospitals, food access, and local economies.
