Abstract

The ICOS Cities project (PAUL) aims to bridge scientific and citizen communities to reduce greenhouse gas (GHG) emissions in cities. From 2021 to 2025, the project seeks to understand city behaviour and perceptions of climate action plans, provide insights to city administrators, and publish policy briefs to inform future directions. A key aspect of the project is developing a co-design framework, which involves multiple iterations to align the needs and methodologies of scientists, policymakers, and local stakeholders. The project focuses on creating a simplified understanding of the scientific output for a general audience, with more detailed explanations available in peer-reviewed manuscripts and other deliverables. The project highlights common methods and approaches applicable to urban GHG observatories, emphasizing the unique characteristics of each city. It presents five key services designed to empower urban administrations with scientific tools and integrated insights for efficient climate action.
