Abstract

As part of its regional commitments under the Solutions Strategy for Afghan Refugees (SSAR), UNHCR provides cash assistance to Afghan refugees and those in refugee‑like situations when they return to Afghanistan from Iran, Pakistan, Tajikistan, and other countries. This includes those returning under UNHCR’s Voluntary Repatriation (VolRep) programme, spontaneous returns, and forced or coerced returns. Cash assistance is distributed through dedicated UNHCR Encash‑ment Centres in Jalalabad, Kandahar, Kabul, Nimroz, Herat, and Kunduz, and is intended to cover transportation costs and support returnees in restarting their lives in Afghanistan.
