Abstract

The global and national tourism sectors, including in Indonesia, have experienced a rapid post-pandemic recovery, supported by trends in sustainable tourism. The concept of sustainable tourism emphasizes not only economic growth but also community welfare and environmental preservation. The Sustainable Livelihood Framework for Tourism (SLFT) serves as a strategic approach to sustainable tourism development by focusing on five key capitals: natural, human, financial, social, and institutional. This study was conducted at Mojosemi Forest Park in Magetan, East Java, to analyze (1) the condition of community livelihood assets/capitals in sustainable tourism development based on SLFT, (2) the inhibiting factors in SLFT implementation, and (3) strategies to overcome these barriers. The study employed the Delphi-Analytic Network Process (ANP) method for a comprehensive analysis. Results indicate that sustainable tourism development at Mojosemi Forest Park still faces major challenges, particularly limited community financial capital and low participation in destination management. Through the SLFT approach, it was found that community involvement via community-based tourism (CBT) is the most effective solution to simultaneously strengthen social, institutional, and environmental dimensions. Integrated management strategies and cross-institutional collaboration are recommended as key steps toward an inclusive and sustainable tourism system. This study is expected not only to provide recommendations and strategies for the development of Mojosemi Forest Park but also to serve as a model for sustainable tourism development in other nature-based destinations.
