Abstract

This research analyses urban renewal in the central area of City Bell, a peripheral district inhabited primarily by middle-class residents, in the city of La Plata. It examines territorial transformations and the role of public and private actors in residential and commercial reconfiguration within the context of the neo liberalization of space. The methodology combines documentary analysis and in-depth interviews for the period 2000 to 2020, with particular emphasis on the reform of the Urban Planning Code (Municipality of La Plata, 2010) as a catalyst for local changes. The results highlight two key aspects: residential transformation, with intensified construction and increased land value, and the reconfiguration of the commercial centre, which consolidated a hub of selective consumption. The study concludes that, although there was no mass displacement of residents, the reconfiguration in City Bell has produced a new peripheral landscape and generated tensions and conflicts between local identity and the processes of urban commodification.
