"Factors affecting procurement performance of public organization: the case Environment Forest and Climate Change Commission.

This study examined the internal and external factors affecting procurment performance of Environment Forest and Climate Change commission of Ethiopia. Based on the study, the researcher identified eight internal and three external factors that affect the procurement performance of the organizations. The study sought to investigate the relationship between procurement planning and procurment performance of the Efccc, establish the relationship between specification design and and performance of the EFCCC, examine the effect of employee competency for procurment performance, to analyze the relationship between drafting contract and performance of the the organization, to identify the effects of procurment stackholder and procurment performance and to analyza political and supplier factors effect for the procurment performance of environment forest and climate change commission. The study employed a sample size of 232 respondents and 222 were filled and returned. The research design is made based on descriptive and explanatory research approaches. The results revealed that; procurmentplanning,specification design,drafting contracts, stackholder participation, emplye competency, documentation, political factors and supplier factors has aclose relationship with the procurment performance of the organizations. The reaserch identified the majior internal and external factors of procurment as planning, specification design,employee competency, procurment stackholder political and supplier related factors affects the performance of the organization. The Conclusions of this study indicates that the above factors of has statistically significant and positive effect on procurement performance of the organization. Finally, the study recommends the organization to plan well, to participate stackholder, prepairing of specficatoion, drafting of contracts for the effective procurment performance of the organizations
