Abstract

The Inova Empresa Plan was a significant industrial policy effort implemented during Dilma's government, aiming to increase the competitiveness of the Brazilian industry through innovation incentives. This paper analyzes the results of the Inova Empresa Plan in the context of conflicting conventions in Brazil between 2011 and 2017. Using the Innovative Convergence Indicator (ICI), it was possible to assess the relationship between companies' innovative efforts and their economic performance. The results indicate that despite efforts to promote an industrialist convention, the hegemony of the financialist convention prevailed, limiting the Plan's impact on promoting innovation and competitiveness. The analysis reveals the need for a clearer alignment between macroeconomic and industrial policies to promote significant structural changes in the Brazilian economy.
