Toward an Evidence-Informed Model Fragrance-Free Policy: An Indoor Air Quality Source-Control Framework for Accessibility and Inclusion
Abstract
Background: Indoor air quality (IAQ) is increasingly recognized as a key yet overlooked public health determinant. Fragranced consumer products can contribute to indoor air pollution and trigger adverse health effects in sensitive individuals. Despite the increasing adoption of fragrance-free policies across institutions, substantial variation in policy design highlights the need for evidence-informed guidance. Methods: We reviewed existing fragrance-free policies across multiple settings and evaluated key elements related to definitions, scope, implementation, enforcement, accommodation provisions, and accessibility. Findings were synthesized using a best-practice framework approach to identify policy components associated with clarity, enforceability, feasibility, and inclusivity, which were subsequently integrated into an evidence-informed model fragrance-free policy. Results: Several core elements were consistently associated with effective fragrance-free policies, including clear definitions, comprehensive policy scope, institutional accountability, communication and education strategies, enforcement mechanisms, accommodation pathways, source control measures, engineering controls, and ongoing monitoring and evaluation. These findings informed the development of an evidence-informed fragrance-free policy framework. Conclusion: The resulting evidence-informed framework provides a practical approach to reducing fragrance-related exposures, improving IAQ, and enhancing accessibility for individuals with multiple chemical sensitivity and fragrance sensitivities. Successful implementation of the proposed fragrance-free policy framework may support organizations to create healthier and more inclusive indoor environments.
