Abstract

The use of drugs is an integral part of the treatment process. In complex and conflict situations on issues of pharmacotherapy in a medical organization, decisions are made by a medical commission. The result of its work is drawn up in the form of a protocol, which is an official medical document. During inspections by supervisory authorities, this protocol may acquire a financial nature, since its absence entails penalties for the medical organization. Purpose: to study all the possibilities of using the functions of the medical commission when prescribing drugs. Materials and methods. A content analysis of the regulatory framework was carried out to assess the need for a medical commission in various situations of use and prescription of drugs. The possibilities of introducing automatic generation of medical commission protocols in the medical information system were assessed. Results. All options for formalizing the decision of the medical commission when using drugs are presented. It was found that the greatest difficulties arise when purchasing drugs that are not included in the list of vital and essential drugs, since the legislation obliges to draw up a medical commission protocol individually for each patient, which complicates the logistics of procurement. At the same time, the issue of financing such purchases without the risk of fines for medical organizations remains unresolved. The possibility of using medical information systems for the automatic formation of a medical commission protocol for cases of mass formation of such conclusions is shown. Conclusion. Despite the clinical, legal and financial justification for the use of drugs, the existing standards and practices for their procurement require further improvement. It is recommended to draw up medical commission protocols not only to resolve complex clinical issues, but also to prevent fines for a medical organization. Optimization of the working time of medical commission members is possible due to the automation of processes using medical information systems.
