ASSESSING DIGITAL MATURITY OF HEALTHCARE SYSTEMS IN CONSTITUENT ENTITIES OF THE RUSSIAN FEDERATION
Abstract
Significance. A shift in the technological paradigm is currently underway, driven by the digital transformation of all industries and the explosive development of artificial intelligence technologies. The healthcare sector is no exception. This determines the importance and necessity of fundamental changes in the healthcare system caused by the introduction of digital technologies at the national level in general and at the regional level in particular. In this regard, studies that allow for assessing major results of information technology implementation and identifying patterns in digital transformation of the healthcare industry at the level of constituent entity of the Russian Federation are of particular importance. Purpose. To establish the level of digital maturity of healthcare systems in individual constituent entities of the Russian Federation. Material and Methods. Digital maturity of healthcare systems was evaluated in 12 constituent entities of the Russian Federation in 2022-2024, using the method of self-assessment. The methodology for self-assessment of digital maturity of a regional healthcare system, developed by the Russian Research Institute of Health was used as an assessment tool. Results. The study found that the healthcare systems in the analyzed constituent entities of the Russian Federation have a sufficiently high level of digital maturity. In most of them, the level of digital maturity of the regional healthcare system was close to 80% according to the methodology used. However, differences in this indicator between the constituent entities indicate an existing differentiation in the implementation of digital solutions in healthcare. Regional differentiation in the level of digital maturity of the healthcare system is determined by the scope of functions provided by each component of the regional state health information system. In order to achieve the maximum level of digital maturity of a regional healthcare system, it is necessary to expand functional capabilities of the existing components, as well as ensure the implementation of information systems that are not current components of the state health information system of the constituent entities of the Russian Federation, namely project and process management systems, video surveillance and accounting. Conclusion. The level of digital maturity of a regional healthcare system is a key indicator of the results of digital transformation in the industry at the level of constituent entity of the Russian Federation. The methodology for self-assessment of digital maturity of the regional healthcare system used in this study allows for a comprehensive analysis of the information infrastructure and functional capabilities of the regional state health information system. Scope of Application. The results obtained can serve as a basis for developing measures aimed at increasing the level of digital maturity of regional healthcare systems.
