From Discovery to Delivery: Fast-Track Gas Development of the Mina West Discovery in Northeast El-Amriya (NEEA), Egypt
Abstract
Abstract The Northeast El-Amriya (NEEA) concession, offshore Egypt, has rapidly transitioned from exploration to field development within an unprecedented timeframe. Following KUFPEC Egypt Limited's (KEL) acquisition of a 40% participating working interest in September 2023, operated by BG International "Shell" in Egypt, the Mina West gas discovery became a focal point for fast-track monetization. This paper details the integrated field development planning (IFDP) approach that bridged exploration, appraisal, and development phases, enabling Final Investment Decision (FID) within 20 months of discovery. The IFDP framework combined advanced seismic imaging and reservoir characterization with early-phase engineering and commercial alignment. High-resolution pre-stack depth migration (PSDM) and amplitude-supported analysis were deployed to mature Messinian prospects. Announced Mina West-1 discovery in November 2023 confirmed gas pay in high-quality stacked reservoirs. Immediately thereafter, concurrent workflows were established: (i) subsurface maturation (ii) pre-FEED engineering studies, and (iii) early engagement with Egyptian Natural Gas Holding Company "EGAS", The regulator, Egyptian General Petroleum Corporate "EGPC", and infrastructure stakeholders. The subsea tie-back option to proximal facilities was prioritized for capital efficiency aligned with a negotiation with regulator to get the best gas price. A collaborative Shell-KUFPEC-government framework ensured accelerated approvals and integrated decision-making across technical and commercial domains. The Mina West discovery confirmed excellent reservoir deliverability, supported by petrophysical analysis, pressure testing, and fluid characterization. Development concepts leveraged the proximity of existing subsea infrastructure, enabling a low-cost, phased development plan with minimal newbuild requirements. By July 2025, less than two years post-entry and 20 months from discovery, the partnership secured FID setting a new benchmark for exploration to development cycle time in the Mediterranean with a new competitive gas price. The project demonstrates how integrated planning reduces uncertainty, optimizes resource monetization, and aligns project delivery with Egypt's energy transition and gas export strategy. This case study illustrates the transformative value of IFDP in unlocking underexplored acreage and achieving material outcomes within compressed timelines. Shell-KUFPEC's proactive reprocessing and reinterpretation of legacy seismic data unlocked overlooked intervals, while Shell's development planning and stakeholder engagement ensured rapid convergence from discovery to FID. The Mina West project provides a scalable model for accelerating gas field developments in infrastructure led exploration settings, reinforcing the critical role of integrated geoscience, engineering, and commercial frameworks in modern upstream strategies.
