Abstract

In the dynamic and high-risk environment of oil and gas operations, particularly within drilling and workover activities, the competency, professionalism, and performance of the workforce form the foundation of operational excellence and safety. Recognizing this, the Company has embarked on a strategic initiative to implement a comprehensive Competency Framework for its Drilling and Workover Rig Group. This framework is an integral component of company's broader Kuwaitization Program, which seeks to empower and enhance the participation of the Kuwaiti workforce in all facets of the oil and gas industry. This initiative represents more than a training or skill enhancement effort—it is a transformational approach to workforce development, aiming to ensure that Kuwaiti rig personnel are not only capable of meeting international standards of technical and safety performance, but are also equipped to lead operations independently with confidence and efficiency. Through this framework, company intends to cultivate a new generation of competent, certified, and performance-driven Kuwaiti drilling professionals, thereby contributing to the company's long-term sustainability, operational resilience, and national workforce development objectives. The oil and gas sector, and the drilling industry in particular, demands a workforce with multifaceted technical expertise, strong decision-making skills, and the ability to respond swiftly to evolving operational challenges. A structured and measurable competency framework is therefore essential to bridge the gap between theoretical knowledge and field execution. By systematically mapping required competencies against individual capabilities, company can identify skill gaps, design targeted development programs, and provide clear career progression pathways for Kuwaiti employees. This ensures that every crew member, from entry-level Roustabout to Rig Superintendent, progresses through a defined competency-based career ladder supported by continuous learning and development interventions.
