Abstract

"This text presents a novel and interpretable dataset that links historical weather conditions to power outage records, initially implemented for Illinois and extendable to any U.S. state or county via a public repository. The data pipeline, using raw time-series outage and weather data, automatically detects and extracts major outage events that are viewable from both an individual county level and a regional level. This pipeline is fully configurable for a user who may want to modify the event detection and\/or outage cleaning methods. Built entirely from open-access sources, the dataset is intended to support planning, adaptation, and future outage prediction of power systems to increasingly frequent and intense extreme weather events.
