Abstract

The Board of Peace Charter represents not an innovation in international peace-building but rather its negation. Peace, properly understood, is not a commodity to be packaged and sold, nor a territory to be acquired and developed according to external specifications. It is a condition that emerges from the realisation of rights, the exercise of self-determination, and the equitable distribution of resources and opportunities. It requires accountability, not autocracy; participation, not subjugation; and the patient construction of legitimate institutions rather than their displacement by private interests operating behind the shield of sovereign immunity. The Board of Peace offers none of this.
