Abstract

Sustainable cloud adoption in developing regions requires policy frameworks that balance technological scalability, institutional capacity, and long-term public value. This paper proposes a policy-oriented framework for sustainable cloud adoption, grounded in a Ghana-based case study, to support resilient and inclusive digital transformation. Drawing on comparative policy analysis and existing cloud governance models, the study synthesizes institutional, regulatory, economic, and infrastructural considerations into an integrated adoption framework. The model emphasizes governance readiness, cost sustainability, data protection, and scalability across public and nonprofit sectors. The paper argues that cloud strategies in developing contexts must move beyond technology acquisition toward policy-driven implementation aligned with national development goals. Implications are discussed for policymakers, regulators, and organizational leaders seeking to design scalable and sustainable cloud adoption strategies in resource-constrained environments.
