Abstract

President Prabowo Subianto signed the Board of Peace Charter in Davos on 22 January 2026 and affirmed Indonesia's intention to play an active role in safeguarding the implementation of the two-state solution [1]. For Gaza, the BoP is politically grounded in UN Security Council Resolution 2803 (17 November 2025). According to UN summaries, the resolution frames the BoP as a "transitional administration" tasked with coordinating reconstruction and authorizes the creation of an International Stabilization Force (ISF) [3][4]. At the same time, the BoP's institutional design and legitimacy have attracted criticism: it may displace UN-centered multilateralism, reinforce a "security-first/capital-driven" governance model, and create space for external agendas to shape Gaza's transitional administration [4][5]. The United States remains a major supplier of military assistance to Israel (e.g., under long-term assistance frameworks such as the 2019-2028 MOU), with several reports noting increased support since the 7 October 2023 war [14][15][17]. The "New Gaza" reconstruction proposal promoted in Davos is widely described as ambitious but has been criticized for its lack of clarity regarding the rights of displaced residents, property ownership, and the political horizon of Palestinian sovereignty. [7][8][9][11]. Indonesia's participation can remain consistent with its long-standing pro-Palestinian stance only if it adopts an insideconstrain strategy: joining in order to narrow the BoP's policy trajectory toward anti-displacement safeguards, meaningful Palestinian representation, and strict alignment with international legal parameters and the UN mandate.
