Abstract

This paper introduces Prometheus, an independent AI-driven decision support architecture designed to assist professionals in high-stakes, time-critical public sector environments. Prometheus addresses a critical and largely unresolved gap in contemporary governance: the absence of structured, ethical and legally accountable decision support for professionals operating under pressure in healthcare, policing, education, defence and public resource management. Prometheus can be implemented on humanoid robots checking and guiding them towards decision making in alignment with human principles and their wellbeing. The system operates in real time, providing contextual guidance, protocol compliance, multi-agency coordination and automatic legal documentation of every decision made. Combined with the Digital Phronesis Practicum (DPP)-a responsible AI user training model developed by the same author-Prometheus constitutes the first integrated framework addressing both the operational and educational dimensions of responsible Human-AI coexistence in critical public sector environments.
