PAQOS™ — Picken AI Qualification and Oversight Standard: A Cross-Jurisdictional Framework for AI Governance in Professional Services Organisations
Abstract
PAQOS™ — the Picken AI Qualification and Oversight Standard — addresses the governance gap created by the deployment of AI systems across the administrative functions of professional services organisations without a qualified validation framework. Analysing twelve completed technology transitions across UK, US, and EU jurisdictions, the paper identifies four invariant characteristics of technology governance transitions and establishes that the AI organisational transition currently exhibits all four simultaneously. The paper formally derives the Single Signatory Theorem™ (SST™), demonstrating under the Conservative Calculation Principle™ that a 35–50 employee professional services firm implementing the AI Conveyor Belt™ architecture governed by a Quantifier™ hierarchy achieves a net annual saving of £169,000–£340,000 (UK) / $210,000–$425,000 (US) / €148,000–€298,000 (EU western benchmark) versus the full departmental model, benchmarked against PayScale UK (2026), CIPD (2025), Reed (2026), Robert Half UK (2026), BLS OEWS (2026), and Eurostat LCS (2025). Applied at national scale, the Governance Extraction Tax™ represents £36.3–£73.1 billion (UK) and $1.26–$2.55 trillion (US) annually in capital trapped in governance structures operating below their technology-available productivity frontier. The paper establishes that director personal liability exposure under Companies Act 2006 s.174 (UK), Delaware Caremark/Marchand (US), and EU AI Act Article 14 (EU) is material and currently unmitigated by the Wild West Baseline™. The QOS™ Professional Certification and the three-tier Quantifier™ hierarchy are specified as the qualification standard and governance architecture that simultaneously satisfies all three jurisdictions' requirements. PAQOS™ V8.0 is the foundational paper of a structured research programme; companion papers address liability pricing (PALIA™, under review at Discover Artificial Intelligence) and operational deployment specification (PACB1™, in preparation).
