Abstract
Transnational organized crime is considered one of the most serious challenges facing the international community in the modern era, due to its diverse forms and its ability to transcend national borders. These crimes have evolved to include human trafficking, money laundering, arms and drug trafficking, cybercrime, and other offenses, making their prevention and control dependent on broad international cooperation. This research focuses on the issue of the limited effectiveness of joint international efforts in combating cross-border crimes and examines the impact of countermeasures on state sovereignty. It highlights the need for joint criminal investigations between countries that are flexible and capable of overcoming territorial constraints. The study also discusses the legal and political challenges that hinder international cooperation, such as differences in judicial systems, difficulties in exchanging evidence, and limited jurisdictional authority. The researcher adopted the descriptive method as the general framework for this study, providing an overview of transnational organized crime and the legal texts governing it. The study concludes with several key recommendations, most notably: Establishing internationally supported investigative teams with legal and technical backing. Developing national legislation to align with international conventions, particularly the Palermo Convention of 2000. Enhancing the exchange of intelligence information between countries. Reinforcing the concept of shared sovereignty in combating organized crime, in a way that safeguards international security without compromising human rights.
