الإغراق التجاري في الأسواق السعودية التحديات والتشريعات

يهدف البحث إلى دراسة وتحليل التحديات التي يواجهها الاقتصاد السعودي في ظل وجود مشكلة الإغراق التجاري ومع انفتاح الاقتصاد السعودي على الاقتصاد العالمي والاستثمار الخارجي ضمن رؤية 2030، وماهي الإجراءات القانونية التي تتخذها المملكة العربية السعودية للتصدي لمكافحة الإغراق في إطار اتفاقيات منظمة التجارة الدولية، وفي إطار النظام الموحد لمكافحة الإغراق والتدابير التعويضية والوقائية لدول مجلس التعاون لدول الخليج العربي. وتعتمد الدراسة على المنهج التحليلي والنقدي والأحكام السابقة، والقوانين والأنظمة السعودية والخليجية والدولية. بالإضافة إلى تسليط الضوء على أهم القضايا والتحقيقات في مكافحة الإغراق، بوصفها أمثلة واقعية للتحديات والتشريعات. وعلى ضوء ذلك يهدف البحث إلى تسليط الضوء على ظاهرة الإغراق التجاري، والتحديات التي تواجهها المملكة العربية السعودية، وكيف تدير المملكة العربية السعودية ملف مكافحة الإغراق لحماية الصناعة الوطنية. وهل اتفاقية مكافحة الإغراق والنظام الموحد لمكافحة الإغراق والتدابير التعويضية والوقائية لدول مجلس التعاون الخليجي ضبطت ممارسات الإغراق التجاري وأسهمت في الحد من التجارة غير العادلة أو غير المشروعة. This research aims to study and analyse the challenges facing the Saudi economy in light of the problem of dumping, particularly with the opening of the Saudi economy to the global economy and foreign investment within the framework of Vision 2030. It also examines the legal measures taken by the Kingdom of Saudi Arabia to combat dumping within the framework of the World Trade Organization agreements and the Unified Anti-Dumping, Countervailing, and Safeguard Measures System of the Gulf Cooperation Council (GCC) countries. The study employs an analytical and critical methodology, drawing on previous rulings and relevant Saudi, GCC, and international laws and regulations. Furthermore, it highlights key anti-dumping cases and investigations as real-world examples of the challenges and legislation involved. Accordingly, the research aims to shed light on the phenomenon of dumping, the challenges facing the Kingdom of Saudi Arabia, and how the Kingdom manages its anti-dumping efforts to protect domestic industries. Finally, it assesses whether the Anti-Dumping Agreement and the Unified Anti-Dumping, Countervailing, and Safeguard Measures System of the GCC countries have effectively controlled dumping practices and contributed to reducing unfair or illicit trade.
