الرقابة المتبادلة بين الأجهزة الرقابية ومجلس الأمة الكويتي

يتناول هذا البحث موضوع الرقابة البرلمانية على السلطة التنفيذية من خلال دراسة مقارنة بين النظامين الكويتي والمصري، بهدف تحليل مدى فاعلية هذه الرقابة في تحقيق مبادئ الشفافية والمساءلة. يُبرز البحث أهمية الرقابة البرلمانية كأداة ديمقراطية جوهرية للحفاظ على التوازن بين السلطات، ويستعرض أنواعها (السياسية، القانونية، المالية)، والآليات القانونية التي يستخدمها البرلمان في كل من الكويت ومصر، مثل: الأسئلة البرلمانية، الاستجوابات، ولجان التحقيق. كما يناقش البحث التحديات التي تواجه ممارسة الرقابة البرلمانية، ومن أبرزها: التأثيرات السياسية، وضعف المشاركة المدنية، والقيود الدستورية، ويقارن البحث بين فعالية الرقابة في البلدين من حيث التطبيق والمردود السياسي. يُختتم البحث بتقديم توصيات عملية لتعزيز دور البرلمان في الرقابة على أداء السلطة التنفيذية، بما يدعم تطور النظام السياسي ويضمن احترام مبدأ الفصل بين السلطات. This research addresses parliamentary oversight of the executive authority through a comparative study between the Kuwaiti and Egyptian systems. It aims to assess the effectiveness of such oversight in promoting transparency and accountability. The study highlights the critical democratic role of parliamentary oversight in maintaining the balance of powers and reviews its types—political, legal, and financial—as well as the legal tools employed in Kuwait and Egypt, such as parliamentary questions, interpellations, and investigative committees. The research also examines the challenges facing parliamentary oversight, including political influence, weak civic participation, and constitutional constraints. It compares the effectiveness of oversight mechanisms in both countries in terms of their implementation and political outcomes. The study concludes with practical recommendations to strengthen the parliament’s role in overseeing executive performance, thus reinforcing the development of the political system and upholding the principle of separation of powers.
