القواعد الشرعية المؤثرة على السياسة النقدية

هدفت الدراسة إلى بيان معنى ومفهوم كل من القواعد الشرعية والسياسة النقدية ومعرفة القواعد التي لها تأثير في السياسة النقدية مع ذكر وبيان لأدوات السياسة النقدية المتوافقة مع الأحكام الشرعية . قسمت الدراسة إلى مقدمة ومبحثين اشتملت على ذكر شمولية الشريعة الإسلامية وعدم قصورها في مواكبة الحضارة الفكرية، الاقتصادية والمصرفية والمباحث تناولت الإطار المفاهيمي للدراسة وسرد للقواعد الشرعية ذات الصلة بالسياسة النقدية مع ذكر مستندها ومدلولها وتطبيقها على الواقع . واتبعت فيها المنهج الاستقرائي والتحليلي وتوصلت الدراسة إلى نتائج أهمها أن في تطبيق القواعد الشرعية تأثيرا إيجابيا على النقود وفيه تفعيل وظائفها الحقيقية. وأنه من الممكن إيجاد أدوات جديدة متوافقة مع الشريعة الإسلامية كما يمكن أسلمة وضبط الأدوات التقليدية بما يتوافق معها كما أن تطبيق نظام نقدي وتطبيق أدوات السياسة النقدية المتوافقة مع الشريعة ليست مستحيلا مأمولا بل أضحت واقعا ملموسا. The study aimed to demonstrate the meaning and concept of both legitimate rules and monetary policy and to know which rules have an impact on monetary policy with a mention and statement of monetary policy tools compatible with legitimate provisions. The study including a mention of the comprehensiveness of Islamic law and its inadequacy in keeping with intellectual, economic, banking and research civilization. The study dealt with the concept of the conceptual framework of the study and an account of the legitimate rules relating to monetary policy. The study found results, the most important of which is that in the application of sharia rules a positive impact on money and in the activation of its real functions. New Shari 'a-compliant tools can be found, traditional instruments can be Islamized and adjusted to comply with them. The application of a monetary system and the application of Shari' a-compliant monetary policy tools is not an impossible prospect but a reality of hope.
