Educational development of scheduled tribe students in West Bengal: Policies, schemes, and challenges
Abstract
The educational development of Scheduled Tribe (ST) students has been a major concern in India’s pursuit of equity and social justice, particularly in states with significant tribal populations such as West Bengal. The present study examines the educational development of Scheduled Tribe students in West Bengal with a focus on government policies, educational schemes, and the challenges associated with their implementation. Adopting a qualitative research approach, the study is based on secondary data sources and document analysis, including government reports, policy documents, statistical databases, and existing academic literature. The study explores the schooling experiences of ST students in relation to access, participation, and retention, and analyzes stakeholders’ perceptions regarding the effectiveness of various government initiatives. The findings reveal that while policies and schemes have contributed to improved access and enrolment at the elementary level, significant challenges persist in terms of participation, retention, and quality of education, particularly at the secondary level. Socio-cultural factors such as language barriers, traditional livelihoods, and gender roles, along with economic constraints and institutional limitations, continue to affect educational outcomes. The study concludes that achieving meaningful educational development for Scheduled Tribe students in West Bengal requires a holistic and inclusive approach that integrates welfare support with pedagogical reforms, teacher capacity building, and active community participation. The findings contribute to policy discourse by highlighting the need for context-sensitive and sustainable strategies to ensure equitable educational opportunities for ST students.
