Abstract

This study aims to create a synergy model between digital systems and transformational prophetic leadership in the implementation of talent management in the Constitutional Court, with a focus on the integration of sharia values and technological innovation to strengthen the professionalism and accountability of the apparatus. The research uses a descriptive qualitative method with case study techniques, involves in-depth interviews with key informants and analysis of formal documents, and applies thematic analysis to identify the relationship between digitization and internalization of prophetic values, especially the implementation of the SIMANTAP application. Research findings show that the adoption of digital systems such as SIMANTAP increases transparency, objectivity, and efficiency of talent management, while transformational prophetic leadership based on the values of siddiq, amanah, tabligh, and fathonah has succeeded in strengthening organizational culture, integrity, and employee empowerment. The synergy of these two aspects not only improves the governance of talent management administratively, but also deepens the transformation of work culture, builds a collaborative ecosystem, and fosters trust in the merit system. The research concludes that the integration of digital systems and transformational prophetic leadership is key to the sustainability of bureaucratic reform in the constitutional judiciary, with implications for optimising the identification, development, and retention of data- and value-based talent. The academic contribution of this research lies in the development of a public sector talent management model that is adaptive to digitalization and remains consistent with Islamic moral values, as well as a conceptual reference for strengthening good governance in sharia-based state institutions and other public organizations in Indonesia.
