Abstract

This paper establishes the Riemann Hypothesis (RH) not merely as a statistical prediction of the Gaussian Unitary Ensemble (GUE), but as a structural necessity for the unitarity of the Adelic continuum. Serving as the Geometric Realization of the Emmerson-Nielsen synthesis, our work unifies the spectral density constraints of Emmerson (2025) with the logical independence results of Nielsen and Semita (2026). We propose the exceptional group 2 F 4 (2) ′ as the necessary Minimal Axiomatic Extension required to bridge this analytic-logical gap. Acting as a holoric regulator on the Sedenion substrate (S 16), 2 F 4 (2) ′ provides the unique invariant constraint to prevent Algebraic Explosiveness-an irremediable singular metric degeneracy defined by the simultaneous activation of zero-divisor singularities and recursive fractures in dimensions n ≥ 32. By identifying the 16-step girth of the Ree-Tits Octagon as the requisite combinatorial dual to the 16-dimensional Sedenion basis, we show that the Critical Line (Re(s) = 1/2) is the unique spectral axis where this Dehn surgery sequence resolves the global cohomological obstruction and forces the vanishing of the global Sedenion torsion.
