Abstract

Abstract in EnglishNorway and the EU in Transition: When the EEA Is no Longer SufficientThe introduction to this focus section analyses how the EU, in the face of war, geopolitical rivalry, internal democratic challenges, and increased uncertainty in transatlantic relations, has evolved from a primarily market-based integration project into a more coordinated political and security actor. This development is characterised by a rapid pace, stronger cross-sectoral coordination, and new policy instruments in areas including security, preparedness, economic security, energy, health, and democratic resilience. For Norway, which is closely integrated with the EU through the EEA Agreement and other arrangements, this creates a growing gap between the EU’s political development and the frameworks for Norwegian participation, while the absence of an open and strategic debate on the EU further amplifies the democratic and political challenges this entails. The introduction situates the contributions to the focus section within this overarching framework, presents how they shed light on the EU’s new political direction across sectors, and collectively demonstrates how the current form of association is becoming increasingly demanding in a transformed European and geopolitical context.
